Of all the colorful policies and public pledges the presidential candidates put forward in the campaign for the December presidential election, those dealing with the freedom of the press and its environment are the sketchiest. And from the pledges,[link widoczny dla zalogowanych], one can at least glean some idea of what they think of the challenges the country confronts.
They and the parties that nominated them must say where they stand on the many problems that developed between government and the press in the past six months, or indeed since the Roh Moo-hyun administration came to power. One matter that stands out is the cynically named project for ��advanced news gathering support��,[link widoczny dla zalogowanych], which is in fact designed to restrict press access to news sources. And they should respond to the huge changes that have taken place in the mass media environment.
The freedom of the press today involves freedom from mammoth capital and from so-called civic groups that are in fact a fifth column of government,[link widoczny dla zalogowanych], no less than freedom from government interference itself. The candidates must say clearly where they stand on issues involving the press environment that cannot be resolved by technical means alone ? such as various Internet media whose influence is superseding that of newspapers and broadcasters,[link widoczny dla zalogowanych], and the integration of broadcasting and communications.
To be sure, some policies will have side effects or produce conflicts of interest. For example, data protection laws aimed at preventing the leakage of individual information could be used to restrict news gathering. The ideas the candidates make public on such issues can be of interest in that we can see their philosophy and world views as well.
The freedom of the press and the press environment are not problems involving constitutional clauses but concerns for the administration that everyone confronts in their daily life. Why do the candidates turn their faces away? And why is the press going along?
During election campaigns, the parties and their candidates are desperate to attract the press and persuade it to write articles friendly to them. Perhaps as a means of making that happen,[link widoczny dla zalogowanych], they recruit present and former journalists to their campaign staff ? though not as policy advisors but merely to handle technical matters.

Freedom of the press issue is an important concern for the government. The press is an indispensable tool for the public to know what is going on in the world and seek a way of engaging in dialogue with the world. The presidential candidates must say frankly what they think about press freedom and the press environment.
